Dr. Steven A. Farmer Joins ABIG Health as Senior Partner, Expanding Firm’s Expertise in U.S. Healthcare Strategy and Real-World Data
WASHINGTON, DC, June 13, 2025 — ABIG Health welcomes Dr. Steven A. Farmer, MD, PhD, to the firm as a partner. Farmer brings decades of expertise in healthcare strategy, regulatory affairs, real-world data (RWD), and real-world evidence (RWE), and commercialization to the company’s growing team of advisors.
Farmer most recently served as the Chief Strategy Officer for the Centers for Medicare and Medicaid Services (CMS), where he played a pivotal role in shaping healthcare payment policy. In that position, he also served as the key liaison between CMS and the U.S. Food and Drug Administration (FDA), advising on pre- and post-market access strategies for medical devices and pharmaceuticals.
Before his role at CMS, Farmer worked at the Centers for Medicare and Medicaid Innovation (CMMI) as a Senior Advisor. There, he was instrumental in designing and deploying several bundled payment models and value-based care strategies across the U.S. healthcare system.

Farmer is a practicing cardiologist and echocardiographer who has served as a thought leader for several Washington, D.C. think tanks, advising on RWD, healthcare delivery, and innovation. He holds a bachelor’s degree in International Relations from Stanford University, an MD from Yale University, and a PhD in Health Services Research & Policy from the London School of Hygiene and Tropical Medicine. He completed his residency and cardiology fellowship at the University of Pennsylvania and has advised numerous venture capital firms and early-stage founders on navigating U.S. regulatory and commercialization pathways.
